    O combate à corrupção é uma preocupação global, porque a corrupção é encontrada em países ricos e pobres, e as evidências mostram que fere a sociedade de forma desproporcional. Ela contribui para a pobreza, a violência, a miseria ea prostituição de famílias, gera instabilidade e é um fator risco dominante em diversas sociedades, que está dirigindo países frágeis para à falência desses Estados.

    Governos, o setor privado, organizações não-governamentais, meios de comunicação e cidadãos de todo o mundo estão unindo forças para combater esse crime. O Programa das Nações Unidas de Desenvolvimento (PNUD) e do Escritório das Nações Unidas sobre Drogas e Crime (UNODC) estão à frente desses esforços.

    Grupo de Ação Financeira contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFI/FATF)
    O Grupo de Ação Financeira contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFI/FATF) é uma organização intergovernamental cujo propósito é desenvolver e promover políticas nacionais e internacionais de combate à lavagem de dinheiro e ao financiamento ao terrorismo. Criado em 1989, o GAFI é um organismo elaborador de políticas que atua visando a gerar a vontade política necessária para realizar reformas legislativas e regulatórias nessas áreas. Para cumprir este objetivo, o GAFI publicou as 40+9 recomendações.
    Grupo de Ação Financeira da América do Sul contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFISUD)
    Criado em 2000, o Grupo de Ação Financeira da América do Sul contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFISUD) é um órgão regional no estilo do GAFI/FATF que atua na América do Sul. É composto por 10 países-membros, 5 países-associados e diversas organizações observadoras. Seu propósito é estimular seus membros a combater a lavagem de dinheiro e o financiamento do terrorismo na região, por meio do compromisso de melhorar permanentemente as políticas nacionais e os mecanismos de cooperação internacional dos países da América do Sul.
    Grupo de Ação Financeira do Caribe contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFIC/CFATF)
    O Grupo de Ação Financeiro do Caribe contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (GAFIC/CFATF), fundado em 1992, é uma organização composta por 30 países da América Central e região do Caribe que concordaram em implementar contramedidas comuns para lidar com o problema da lavagem de dinheiro e do financiamento do terrorismo.
    Grupo de Ação Financeira da Ásia e do Pacífico contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (APG)
    Criado em 1997, o Grupo de Ação Financeira da Ásia e do Pacífico contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (APG) é o órgão no estilo do GAFI/FATF daquela região. Seu propósito é facilitar a adoção, a implementação e a execução efetiva de padrões aceitos internacionalmente no combate à lavagem de dinheiro e ao financiamento do terrorismo e, em particular, a observância das 40+9 Recomendações do GAFI/FATF.
    Comitê contra a Lavagem de Dinheiro, Recursos Ilícitos e o Financiamento do Terrorismo (MONEYVAL)
    O Comitê de Peritos para a Avaliação de Medidas Anti-Lavagem de Dinheiro (antigamente, PC-R-EV) foi fundado em 1997. O processo de avaliação serve para verificar as medidas contra lavagem de dinheiro e financiamento do terrorismo nos Estados-membros do Conselho Europeu (e nos países candidatos a este Conselho que se dispõem a participar dos termos de referência) que não fazem parte do GAFI/FATF, em sua grande maioria os países do leste europeu. O objetivo do MONEYVAL é assegurar que os Estados disponham de sistemas eficientes de combate a lavagem de dinheiro e financiamento do terrorismo e cumpram com os padrões internacionais relevantes nestas áreas.
    Grupo de Combate à Lavagem de Dinheiro e ao Financiamento do Terrorismo da Eurásia (EAG)
    O Grupo de Combate à Lavagem de Dinheiro e ao Financiamento do Terrorismo da Eurásia (EAG) é um órgão regional no estilo do GAFI/FATF para a região do extremo leste da Europa e Ásia Central. As atividades do EAG são direcionadas para: 1) a criação de um sistema legal e institucional antilavagem de dinheiro e financiamento do terrorismo nos países-membros, seguindo as exigências do GAFI/FATF; 2) um estudo mais aprofundado de tipologias contra lavagem de dinheiro e financiamento do terrorismo, levando-se em conta as peculiaridades da região; 3) a implementação de programas de assistência técnica envolvendo a criação de UIFs e treinamento de funcionários, com o envolvimento da organização autônoma sem fins lucrativos “Centro de Metodologia e Treinamento Internacional para Monitoramento Financeiro”, criado em dezembro de 2005 graças à decisão do governo da Federação Russa.
    Grupo Anti-Lavagem de Dinheiro do Leste e do Sul da África (ESAAMLG)
    O Grupo Anti-Lavagem de Dinheiro do Leste e do Sul da África (ESAAMLG) é um organismo regional composto por quatorze países da região leste à porção mais ao Sul da África, sendo ainda que dois países-membros localizam-se no oceano Índico. Com uma região tão diversa, a comunicação fica extremamente difícil, apesar de ser muito necessária a implementação das medidas de combate à lavagem de dinheiro e ao financiamento do terrorismo nessa porção do continente africano.
    Grupo de Ação Financeira do Norte da África e Oriente Médio contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (MENAFATF)
    Criado em 2004, o Grupo de Ação Financeira do Norte da África e Oriente Médio contra a Lavagem de Dinheiro e o Financiamento do Terrorismo (MENAFATF) é um órgão voluntário e cooperativo estabelecido pelo acordo entre seus membros, que não se origina de um tratado internacional. O MENAFATF é independente de qualquer outro organismo ou organização internacional e define seu próprio trabalho, normas e procedimentos, o que será determinado por consenso entre seus membros e coopera com outros organismos internacionais, especialmente com o GAFI/FATF, para alcançar seus objetivos.
    Rede de Informação Internacional sobre Lavagem de Dinheiro (IMoLIN)
    A IMoLIN é uma rede virtual que auxilia governos, organizações e indivíduos no na luta contra a lavagem de dinheiro. Este grupo tem se desenvolvido graças à cooperação das principais organizações de combate à lavagem de dinheiro do mundo. Nesta website está incluída uma base de dados sobre legislações e normas por todo mundo, uma biblioteca eletrônica e um calendário de eventos no combate à lavagem de dinheiro. Alguns aspectos da IMoLIN são confidenciais e, portanto, não estão disponíveis ao público.
    Grupo de Egmont
    Em reconhecimento aos benefícios adquiridos com o desenvolvimento da rede de unidades de inteligência financeira (FIUs, na sigla em inglês), um grupo de UIFs (na sigla em português) se reuniu em 1995 no Palácio de Egmont Arenberg em Bruxelas, Bélgica, e decidiu formar um grupo informal visando a estimular a cooperação internacional. Hoje conhecido como “Grupo de Egmont”, esse organismo reúne estas UIFs que se encontram regularmente para buscar formas de cooperar entre si, especialmente nas áreas de intercâmbio de informações, treinamento e troca de experiências. Atualmente, há 105 países com unidades de inteligência financeira (UIFs) reconhecidas pelo Grupo de Egmont e em operação, além de várias outras em fase de implantação.
    Interpol
    A Interpol é a maior organização policial do mundo, com 186 países-membros. Criada em 1923, ela facilita a cooperação policial transfronteiriça, apóia e auxilia todas as organizações, autoridades e serviços cuja missão seja prevenir ou combater o crime internacional. A Interpol visa a possibilitar a cooperação internacional mesmo entre países sem relações diplomáticas. As ações tomadas obedecem às leis dos diferentes países em que atua e estão em sintonia com a Declaração Universal do Direito Humanos. Vale ressaltar que a constituição da Interpol proíbe qualquer intervenção ou atividade de caráter político, militar, religioso ou racial.
    Comissão Interamericana contra o Abuso de Drogas (CICAD/OEA)
    A missão central da CICAD/OEA é fortalecer as capacidades humanas e institucionais, bem como controlar a energia coletiva de seus estados membros para reduzir a produção, o tráfico, o uso e o abuso de drogas nas Américas.
    Escritório das Nações Unidas contra Drogas e Crimes (UNODC)
    O Escritório das Nações Unidas contra Drogas e Crimes (UNODC) é o líder global na luta contra drogas ilícitas e criminalidade internacional. Estabelecido em 1997, o UNODC dispõe de uma equipe com aproximadamente 500 membros em todo o mundo. Sua sede localiza-se em Viena, sendo 21 escritórios locais espalhados pelo mundo e um escritório de coordenação em Nova York. Cerca de 90% do orçamento do UNODC depende de contribuições voluntárias, principalmente de governos.
    Banco Mundial
    O Banco Mundial é uma fonte vital de assistência técnica e financeira para desenvolver países ao redor do mundo. Não é apenas um banco no sentido comum da palavra. É constituído de duas instituições de desenvolvimento únicas, presentes em 185 países-membros: o Banco Internacional para Reconstrução e Desenvolvimento (IBRD) e a Associação Internacional para Desenvolvimento (IDA). Cada uma destas duas instituições exerce um papel de apoio diferente na missão do Banco Mundial de redução da pobreza global e melhoria da qualidade de vida. O IBRD concentra seu trabalho em países pobres de renda média aptos a receber crédito, enquanto que a IDA foca seus esforços nos países mais pobres do mundo. Além disso, o Banco Mundial concede empréstimos financeiros com taxas de juros baixas e crédito sem juros a países em desenvolvimento para investimentos em educação, saúde, infraestrutura, transportes e em outras áreas.
    Fundo Monetário Internacional (FMI)
    O FMI é uma organização de 185 membros cujos objetivos são: fomentar a cooperação monetária global, garantir a estabilidade financeira, possibilitar o comércio internacional, promover altas taxas de emprego e crescimento econômico sustentável e reduzir a pobreza.
    Banco Interamericano de Desenvolvimento (BID)
    O BID é uma iniciativa de longa duração dos países latino americanos, criado em 1959 como uma instituição de desenvolvimento com ferramentas e mandatos inovadores. Seus programas de cooperação técnica e empréstimo para projetos de desenvolvimento sócio-econômico foram muito além de um mero financiamento de projetos econômicos de costume na época em que surgiu.
    Banco para Compensações Internacionais (BIS) – Comitê de Basiléia sobre Supervisão Bancária
    O Comitê de Basiléia sobre Supervisão Bancária (BCBS) promove um fórum para cooperação regular de assuntos ligados à supervisão bancária. Seu objetivo é elevar o entendimento das principais questões de supervisão e melhorar a qualidade da supervisão bancária em todo o mundo. O Comitê busca agir desta forma por meio do intercâmbio de informações sobre questões de supervisão nacionais, critérios e técnicas, com o intuito de alcançar um entendimento comum. Ocasionalmente, o Comitê usa este entendimento comum para desenvolver diretrizes e padrões de supervisão em áreas consideradas desejáveis. Neste sentido, o Comitê é mais conhecido por suas normas internacionais para a adequação de capital; os Princípios Básicos para uma Supervisão Bancária Eficaz e o Acordo sobre a Supervisão Bancária Transfronteiriça
    Organização Internacional das Comissões de Valores (IOSCO)
    A Organização Internacional das Comissões de Valores (IOSCO) foi criada para permitir que seus membros, por meio de suas estruturas permanentes, i) cooperem para promover altos níveis de regulamentação, a fim de manter mercados imparciais, honestos e organizados, ii) troquem informações sobre suas respectivas experiências para estimular o desenvolvimento dos mercados internos, iii) unam esforços para estabelecer padrões e uma fiscalização eficaz das transações internacionais de ativos, e iv) forneçam assistência mútua para fomentar a integração dos mercados com aplicação rigorosa de normas e execução eficiente da lei contra delitos.
    Associação Internacional de Supervisores de Seguros (IAIS)
    Fundada em 1994, a IAIS representa os reguladores e os supervisores de seguros de cerca de 180 jurisdições em mais de 130 países, constituindo 97% dos pagamentos de seguros do mundo, além de contar com mais de 100 observadores. Os objetivos da IAIS são: i) cooperar para a contribuição de uma melhor supervisão da indústria do seguro em um nível nacional e internacional a fim de manter os mercados de seguros eficientes, honestos, seguros e estáveis em prol da proteção dos assegurados, ii) promover o desenvolvimento de mercados de seguros bem vistos, e iii) contribuir para a estabilidade financeira global.
    Grupo de Wolfsberg
    O Grupo de Wolfsberg é uma associação composta pelos 12 principais bancos multinacionais e tem o objetivo de desenvolver padrões e produtos para a indústria financeira, principalmente no que diz respeito a políticas de “conheça seu cliente” e de combate à lavagem de dinheiro e ao financiamento do terrorismo. Em 2006, o Grupo de Wolfsberg elaborou um manual de análise e avaliação de riscos para auxiliar na prevenção da lavagem de dinheiro e do financiamento do terrorismo.
    Transparência Internacional
    A Transparência Internacional, um organismo internacional que representa a sociedade civil na luta contra a corrupção, tem a missão de reunir todas as pessoas, entidades e governos com vistas a diminuir ou eliminar o impacto desse crime no mundo.
